A proposal for manufacturing support

The government of Russia plans to support an LNG compressor manufacturing complex in Zelenodolsk through a subsidy to Tatarstan. On 17 July 2025, Interfax reported that the cabinet would consider allocating money from its reserve fund to the Industry and Trade Ministry for one-time assistance to the regional budget. The report describes a draft order; it gives no approved subsidy amount.

Kazankompressormash, part of HMS Group, is building the complex on a 5.5-hectare site. Its planned production capacity is 12 compressor units a year, with assembly of up to three units at once. The equipment is intended for large- and medium-capacity liquefied natural gas projects involving customers such as Gazprom and Novatek.

A bench designed for large equipment

The company had outlined the testing infrastructure during a Ministry of Industry and Trade delegation’s visit on 27 August 2024. The delegation, led by Mikhail Kuznetsov, inspected the complex while it was under construction. In its account published the following day, Kazancompressormash described a facility for assembling high-capacity compressors and testing them in a closed gas circuit.

That bench is designed for operating pressures up to 10 MPa and drive power up to 110 MW. The company identified mixed-refrigerant compressor units for large LNG plants as equipment the complex would support. Managing director Ilnur Sagdiyev presented future commissioning as a step towards independence from foreign suppliers. His assessment concerns the intended manufacturing capability rather than completed customer installations.

Gas for simulated operating conditions

A separate preparation step was the long-term gas-supply agreement concluded in November 2024. Kazancompressormash announced the agreement on 4 December. Sagdiyev signed it with Aidar Tagirov, general director of Gazprom Mezhregiongaz Kazan. The gas is intended for the Zelenodolsk machine-building plant’s testing facility.

The company linked the agreement to testing on real gas under simulated operating conditions. Its stated objective was a domestic production process covering development through testing of large-capacity compressors. The gas-supply contract establishes an agreement between the companies; that announcement does not establish that the new complex has entered operation.

A separate cryogenic test

On 10 March 2025, Kazancompressormash announced a cryogenic test conducted on 1 March. The tested stripping-gas compressor, based on the 54GC-398/1.1-47 unit, was developed by NIITurbokompressor and manufactured by Kazancompressormash. The test took place at the Efremov Scientific Research Institute of Electrophysical Apparatus, within Rosatom’s structure. The company reported confirmation of controlled operating parameters with the medium at the inlet reaching −165°C.

The designed 10 MW unit is intended to compress stripping gas for a prospective large LNG plant. Kazancompressormash also planned March installation on its own bench for gas-dynamic tests with model gases in a closed circuit. Those later tests remain a plan in that publication. The reported ratings concern different equipment:
